FAPAD’s mission is to facilitate empowerment of communities through capacity building, advocacy and service delivery to ensure respect of  rights and realization of sustainable livelihoods in northern Uganda.\r\n\r\nFAPAD received funding from Plan-Uganda through European Union to implement a three year child protection Project: “Combating silent violence against younger children in post conflict district of Northern Uganda” in Lango sub region.The Project covers five (5) districts of Apac (Apac and Aduku sub-counties), Alebtong (Omoro and Amugu sub-counties), Kole (Alito, Bala and Ayer sub-counties), Lira (Aromo and Agweng sub-counties)and Dokolo (Adeknino and Okwongodul sub-counties).\r\n\r\nThe three (3) year project  (2013-2017)  aim was  to  strengthen the capacity of families in Northern Uganda to care for and protect children aged 0-8 years against violence through improved family relationships, functional community child protection structure and systems, development and implementation of a comprehensive government policy on violence against children (VAC). The project also aims to conduct an assessment on the situation of children (0-8 years) in prison due to imprisonment of their mothers; and to use the resulting data as a basis to make decisions, programme interventions, and to influence public opinion on the situation of children and their mothers in prison.\r\n\r\nFAPAD therefore seek to hire a consultancy firm/ individual to carry out a study on situation of children 0-8 in prison with their mothers in the different project locations in Lango sub region.\r\n\r\nThe purpose of the assessment and target audience\r\n\r\nThe assessment shall be conducted with a view of seeking comprehensive understanding of the situation of children(0-8 years) in prison with their mothers. This shall include children’s welfare; childhood development; and specific observance of their rights in regard to health, education and parenting.\r\n\r\nThe assessment also seeks to establish different ways in which children (0-8 years)in prison with their mothers are protected against abuse and to offer recommendations to the government on how to address the situation.\r\n\r\nThe assessment results shall be used by the project team, donor organizations to advocate for protection of the rights of children (0-8 years) in prison with their mothers.\r\n\r\nObjectives of the assessment\r\n\r\nThe assessment aims to;\r\n

    \r\n

  • Find out the situation of children (0-8 years) with their mothers in prisons, police cell, Custody at sub county headquarters in five districts of Alebtong, Lira, Kole, Dokolo and Apac.
  • \r\n

  • Draw recommendations to government on how to address the situation of children (0-8 years) in prison with their mothers.
  • \r\n

\r\nScope of Work\r\n\r\nUnder the overall supervision of FAPAD and Plan international, the consultant will be expected to carry out assessment  of children (0-8 years) in prisons with their mothers in five (5)  districts of Lira (Lira and Erute prisons, Lira central police station, Aromo and Agweng police stations), Alebtong(Alebtong prison, Alebtong central police station,Amugu andOmoro police stations), Apac (Atopi,Ikwera, Olili prisons, Apac central police station, Apac and Aduku sub county police stations),Kole (Kole prison, Kole central police station, Bala, Ayer and Alito sub county police stations) Dokolo(Koroto Prison, Dokolo central police station, Adeknino and Okwongodul police stations).\r\n\r\nMain tasks include:\r\n

    \r\n

  1. Develop and present plan on execution of this assignment to FAPAD team – specifically the social protection department and Program manager.
  2. \r\n

  3. Develop appropriate tools for data collection. All tools developed MUST be presented to FAPAD for approval before implementation.
  4. \r\n

  5. Observe and document status of children (0-8 years)inthe different prisons and police stations.
  6. \r\n

  7. Administer tools/questionnaire to mothers/women in detention facilities
  8. \r\n

  9. Analyze the data and write report of the assessment
  10. \r\n

  11. Disseminate the report to the stakeholders of different districts (Lira, Apac, Kole, Alebtong and Dokolo)
  12. \r\n

\r\n \r\n\r\nDeliverables\r\n

    \r\n

  1. Detailed plan on how the consultant intends to execute the assignment – providing time frames, depth of investigations, and proposed methodology.
  2. \r\n

  3. Draft Assessment reports (including presentations) for each district. She or He should also submit draft workshop agenda for review by FAPAD.
  4. \r\n

  5. Final assessment report, including; executive summary, intervention description, purpose of the assessment, assessment methodology, findings, key recommendations, summary of lessons learned and conclusion
  6. \r\n

  7. Dissemination report for each district
  8. \r\n

\r\n \r\n\r\nThe total duration of the assignment expected to last for 20working days over the period 18th April – 16th May 2017.  \r\n\r\n \r\n\r\nDesired competencies, technical background and experience\r\n

    \r\n

  • The Consultant or the consulting firm should have personnel with at least a Master’s Degree or equivalent in development or social studies, or any other related technical field with knowledge or expertise in conducting child related survey.
  • \r\n

  • At least 4 years’ experience in working with children or conducting studies that apply similar approach.
  • \r\n

  • Must be familiar with the sampling methodology
  • \r\n

  • Experience of working in northern Uganda with specific focus on children
  • \r\n

  • Fluency in English necessary and working knowledge of Luo is A must
  • \r\n

  • Excellent communication and interpersonal skills
  • \r\n

  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships with partners.
  • \r\n

  • Demonstrated leadership, managerial and supervisory ability.
  • \r\n

  • Excellent research skills both for qualitative and quantitative research purposes.
  • \r\n

  • Proven ability to write and present complex policy-related issues for a non-technical audience
  • \r\n

\r\n \r\n\r\nRole of FAPAD\r\n\r\nFAPAD will provide quality assurance and oversight for the consultant’s work with substantial feedback as and when required. The Consultant is also free to utilise FAPAD’s facilities and office premises to consult staff, review documents related to the study, compile reports, and hold meetings for the purpose of this assignment.\r\n\r\nOther specific roles of FAPAD Shall include;\r\n
