The Strengthening Citizens’ Engagement and Public Accountability (SCEPA) Project is a 44-month initiative designed to rekindle the spirit of active citizenship, foster accountability, and strengthen civil society.
The project seeks to contribute towards an organized and engaged citizenry that actively holds public institutions accountable, enhances governance, and strengthens relationships between citizens, civil society, and state actors.
Implemented in Lira District by FAPAD in collaboration with the Uganda National NGO Forum (UNNGOF), the project is supported by the Royal Danish Embassy, the Embassy of Ireland, Sweden Sverige, and the Kingdom of the Netherlands.
Organize and empower youth, women, and marginalized groups to shape decision-making processes meaningfully and inclusively.
Strengthen engagement between state and non-state actors on legal, policy, and institutional frameworks to promote civic participation.
Build strong, coordinated CSOs capable of influencing governance, accountability, and service delivery processes effectively.
Held 30 citizen dialogues in Lira City and Lira District to identify service delivery gaps and drive local solutions.
Mapped and capacitated 10 topowa groups and their chairpersons to lead community-level accountability discussions.
Enhanced capacity of the Lira DPAC (District Public Accounts Committee) to execute its oversight responsibilities.
Presented a Citizens’ Charter for validation and approval in Amolatar, Lira, and Otuke districts.
Validated a Regional Citizens’ Manifesto in Lira, uniting leaders across the region around shared development goals.
