BACKSTOPPING SUPPORT TO COMMUNITY-BASED PARALEGALS

Facilitation for Peace and Development (FAPAD) in collaboration with Participatory Ecological Land Use Management (PELUM) Uganda provided backstopping support to three (3) Community Based Paralegals (CBPs) working in the sub-counties of Awelo, Akwon and Agikdak in Amolatar district. The community-based paralegals were identified and trained on land rights in December 2020 by the Uganda Law Society with support from PELUM. They are providing land related support services in the community including community sensitization on land rights, case mediations, counselling etc in collaboration with land administration structures in the community.

In the same meeting, the CBPs were supported with materials including back bags, raincoats, T-shirts and training materials to facilitate their work.

This was attended by the district lands officer, LCIII chairperson, Senior Assistant Chief Administrative Officer and Community Development Officer of Akwon sub-county, community-based paralegals, PELUM and FAPAD staff. The paralegal approach was conceived against the background that informal land management, land administration and access to justice mechanisms and systems have remained weak. Also, the decentralized formal land management, administration and access to justice support institutions have remained consistently poorly facilitated and in-capacitated to deliver the full aspirations of the legal frameworks.
